    None of this is required.

    1. The problem in your own words, not only the fix you have in mind.
    2. The systems it has to work with, including the ones nobody likes.
    3. Any deadline, and what depends on it.
    4. Who decides, and whether procurement or security will be involved.
    5. A budget range, if you have one. We use it to tell you whether the plan is achievable, not to set the price.
